Then I am willing to say that you are probably using modules that are not meant for Tanks or are using Powergrid Modules, yes? 120mm Plates or a Light Repairer? That is basically what is happening with Tanks at the moment if you try to fit Standard HAV modules into a Standard HAV without a PG Module.

If you want a light/fast tank with blasters on it then you also have to accept that you are missing PG.
The Madrugar's 2690 PG (2824.5 with maxed Vehicle Upgrades) cannot fit 3 Blasters (1,200 PG), Standard 180mm Plate (1,160 PG), and a Standard Large Repair (1,120). That's 655 over. Missiles would only reduce the PG need by 260. CPU is not a problem and Circuitry (+5% CPU per level) still exists. Dropsuits don't need to max skills to put Standard gear in Standard Suit. Jeez, my Standard Assault even fits an Advanced AR, 2 Advanced Shield Extenders, and basic Regulators/Nanohive without maxed skills (no Sidearm though). Using Supplemental gear for Plates and Repairer makes you over by 199 (Supplemental modules gives less stats but require less PG/CPU and are Meta Level 2). So a Blaster Tank can fit IF they use Missiles and all Supplemental modules. In otherwords, they cannot fit what the are "supposed to do."
The Gunnlogi has 1805 PG (1,895.25 maxed VU). Missiles take 940 PG, Large Shield Extender is 680 PG, and a Large Booster is 640 PG. Off by 455. Supplemental gear reduces being off to 100 (if you round PG up).
In other words: 1. You cannot fit Standard HAV Modules on a Standard HAV with a PG module. 2. It is incredibly difficult to fit Blasters in either Tank.
